Introduction

Europe’s EV ecosystem continued its rapid evolution in December 2025. From ultra-fast motorway hubs and fleet electrification to high-power charging expansion and cross-border platform integration, public and private networks are growing across the continent. Highlights in Northern, Central & Western, and Mediterranean / Southern Europe underscore government-backed incentives, corporate partnerships, and strategic investments driving Europe toward zero-emission mobility.

Northern Europe

Norway

Charging Facilities Delayed: Enova has postponed planning for new chargers along the national road network, citing the need to better coordinate with the Norwegian Public Roads Administration, Statens Vegvesen. The expansion will add 250 points for vans and heavy trucks, complementing the 1,800 charging points already deployed nationwide. The delay also allows Enova to integrate smarter payment and monitoring systems, ensuring that the new infrastructure meets evolving fleet and commercial requirements.

Sweden

DEFA Achieves ISO 15118-2 Hubject Certification: DEFA’s Power charging stations earned ISO 15118-2 Plug & Charge certification, simplifying the user experience and strengthening its Nordic market position.

Finland

Virta Partners with SNCF for Fleet Electrification (Nordic connection relevance): Virta, together with Eiffage Énergie Systèmes, will manage installation, operation, and maintenance of SNCF’s 5,000 EV chargers over six years, supporting the electrification of service and company fleets.

UK

Fastned Expands EV Charging: Fastned inaugurated its 50th fast-charging station in Germany and plans seven additional openings by year-end (Northern Europe relevance included in coverage of UK operator activity).

Central & Western Europe

France

 ChargeLeague Subscription Launch: Electra launched “Electra+ Boost,” a subscription offering preferential rates across the ChargeLeague network, comprising Electra, Ionity, Fastned, and Atlante. The service covers over 25,000 charging points in Europe, with French subscribers paying a flat rate of €0.49/kWh. Electra notes that the subscription not only simplifies payment but also aims to reduce “charging anxiety” for long-distance travelers, particularly on intercity routes where planning multiple stops was previously necessary.

Poland 

MET Supplies Green Power to Elomoto: MET Polska signed a one-year contract to supply green electricity to Elomoto’s EV chargers starting January 2026. The agreement supports Elomoto’s expansion plan to grow from 50 existing chargers to 1,000 locations by 2030, adding three to four new charging stations each month. CEO Michal Suska emphasized that a fixed-cost green electricity supply provides stability for operational planning and reinforces Elomoto’s commitment to sustainable mobility in Poland.

Germany 

EnBW Trials XCharge Fast Chargers: EnBW deployed 10 XCharge units across four locations, including Stuttgart and Karlsruhe, to test the technology, diversify its supplier base, and strengthen network resilience.

Belgium

SNCB Plans 5,000 New Charging Points: SNCB, in partnership with EnergyVision, aims to roll out 5,000 EV chargers nationwide, enhancing accessibility and supporting Belgium’s transition to sustainable transport.

Mediterranean / Southern Europe

Spain

Public Network Approaches 50,000 Points: Spain now operates nearly 50,000 public EV chargers, with high-power (50–250 kW) and ultra-fast units leading the expansion. Catalonia, Madrid, and Andalusia account for almost half of all the infrastructure.

Plan Auto 2030: €1.3 B in EV Incentives: Spain announced €1.3 billion to support EV adoption, including €400 million for purchase subsidies, €300 million for charging infrastructure, and €580 million from the EU for industrial investment.

Italy

Atlante Expands Milan Ring Road Network: New 300 kW ultra-fast stations at Cascina Gobba East and Muggiano West complement the existing Cascina Gobba West hub. Photovoltaic canopies, POS payments, and accessibility features improve the charging experience for drivers and fleets.

Atlante Partners with Maxi Mobility: Atlante becomes the preferred provider for Maxi Mobility’s taxi and corporate fleets in Rome and Milan, offering renewable-powered, high-speed charging.

Multi-Regional / Europe-Wide

Europe’s Charging Market Matures: Renault cut its network plans from 650 to 200 stations across France and Italy, reflecting a shift toward financially resilient expansion. Utilities and specialists, including IONITY (€600 million raised), are taking the lead in developing high-speed corridors.

AFIR Deadlines Drive ISO 15118 Adoption: New EU rules require ISO 15118 compliance for all new AC chargers from January 2026 and all refurbished chargers by 2027, enabling secure communications, automatic authentication, and future bidirectional energy flow.

High-Power CCS Charging Expansion: Ionity, Alpitronic, and TSG are deploying 600 kW CCS chargers for passenger EVs along major corridors. These ultra-fast chargers reduce charging times significantly for vehicles with larger batteries, preparing the market for next-generation EVs. Despite challenges securing grid connections and navigating cross-border regulations, operators expect the rollout to establish some of Europe’s fastest CCS routes and support the continent’s broader clean energy goals.

Electra Secures €433 M Green Loan: Electra obtained a green loan to fund expansion to 2,200 stations and 15,000 charging points by 2030, improving coverage in cities and along highways to meet growing EV demand.

EU Overview – AC/DC Charging Growth

Across the EU, both AC and DC charging infrastructure grew compared to the previous quarter, driven by continued public and private investments and fleet electrification. The most substantial growth was observed in Germany, France, the Netherlands, and Denmark, supporting both private EV adoption and commercial fleet expansion.
