March 2026: Legal Victories, V2G Breakthroughs, and Retail Charging Expansion Reshape Europe's EV Infrastructure

March 2026 brought transformative developments to Europe's EV charging sector, highlighted by landmark legal rulings, breakthrough automation in vehicle-to-grid technology, and major retail partnerships. From Fastned's court victory opening Germany's motorway network is to undergo competitive bidding, and the UK is to launch its first automated V2G approval system and deploy large-scale destination charging. Charge point operators are navigating both regulatory evolution and accelerating infrastructure demands.

Fastned Secures Major German Court Victory

Fastned secured a major legal win in Germany as the Higher Regional Court of Düsseldorf ruled that EV charging and fuel services must be tendered separately. This ends the exclusive control previously held by Tank & Rast over charging at motorway service areas. The decision opens hundreds of prime highway locations to competitive bidding, accelerating EV infrastructure rollout, improving service quality, and positioning Fastned to expand further across Germany's motorway network.

UK Power Networks Automates V2G Charger Approvals

UK Power Networks became the first UK DNO to automate approvals for vehicle-to-grid EV chargers, removing a key deployment bottleneck. Chargers requiring manual assessment due to export capability can now be approved within seconds. The move accelerates bidirectional charging adoption, enabling EVs to support the grid. Working with Octopus Energy, UKPN has already trialled the technology, marking a significant step toward scaling V2G infrastructure.

RAW Charging Partners with Landsec for 1,000 Retail Charging Bays

RAW Charging and Landsec partnered to roll out 1,000 new EV charging bays across 28 UK retail destinations, including Bluewater Shopping Centre, where the country's largest destination charging hub will be built. The £24.5 million project includes 554 AC and 446 DC chargers, improving charging speed and convenience while supporting wider EV adoption.

Zapmap Reports UK Network Surpasses 118,000 Chargers

Zapmap reported the UK's public EV charging network reached 118,321 chargers after adding 1,592 new units during the month. Growth in 2025 totalled 13%, reflecting a maturing market. Most new installations are lower-power, on-street chargers, while ultra-rapid chargers account for a growing share of total capacity, highlighting steady infrastructure expansion.

InstaVolt Introduces Off-Peak Charging at 60p/kWh

InstaVolt launched its off-peak charging rate, offering electricity at 60p per kWh between 8pm and 7am. Designed to align with evening routines, the initiative allows drivers to charge affordably while stopping for breaks. With over 3,000 chargers nationwide, InstaVolt positions its ultra-rapid network as seamless everyday travel with greater flexibility and cost efficiency.

Charge My Street Wins VAT Tribunal Ruling

Charge My Street won a UK tribunal ruling allowing its on-street EV charging model to qualify for the reduced 5% VAT rate, matching home charging, instead of the standard 20% applied to public networks. The First-tier Tribunal confirmed that community-based charging of up to 1,000 kWh per month counts as "domestic" use, supporting affordable EV charging, particularly in rural or underserved areas.

Connected Kerb Expands On-Street Charging in Southern England

Connected Kerb is installing 3,000 on-street EV charge points across the Dorset Council and Bournemouth, Christchurch and Poole Council areas, plus 450 in Plymouth. The schemes, funded by the LEVI Fund and private investment, improve access for households without off-street parking. CEO Chris Pateman-Jones emphasizes bringing "affordable, convenient charging where it's needed most," supporting the 2030 petrol and diesel phase-out.

Believ Partners with Plymouth for EV Expansion

Believ is collaborating with Plymouth City Council to install around 440 dual EV charge points by 2028, prioritizing streets without off-street parking. Funded via LEVI and Believ's investment, installations starting in summer 2026 will include fast chargers and dedicated EV bays. The project supports the city's carbon reduction and air quality goals, making EV charging reliable and accessible for all residents.

IONITY Expands in Scottish Highlands

IONITY opened two new 400 kW high-power charging hubs in Fort William and Inverness, bringing its Scottish network to 12 locations. Strategically placed on key routes, the hubs support long-distance travel, everyday use, and tourism, including near Ben Nevis. IONITY aims to integrate remote regions into the EV network, making electric travel more reliable and convenient for Highland residents and visitors.

Germany

EnBW Partners with XCharge for Network Expansion

EnBW partnered with XCharge to support the expansion of its HyperNet, Germany's largest fast-charging network. Under the long-term agreement, XCharge will supply 400kW chargers and software, with exclusive access to new innovations. The collaboration follows successful field testing and supports EnBW's plan to scale from 8,000 to 20,000 fast-charging points by 2030, strengthening supply chain resilience.

EnBW and Alpitronic Deepen HPC Partnership

EnBW and Alpitronic strengthened their long-term collaboration to expand Germany's high-power charging network. The agreement covers DC fast-charger supply, joint software development, and a five-year maintenance framework to ensure reliability as EnBW's network grows. With over 8,000 HPC points nationwide, mostly equipped with Alpitronic systems, the partners aim to upgrade existing sites and add new chargers.

Belgium

Milence Opens EV Truck Hub in Ghent

Milence, the Daimler Truck, TRATON Group, and Volvo Group JV, launched its fourth Belgian hub at Volvo's Ghent factory. Featuring four 400 kW CCS chargers, with future Megawatt Charging System upgrades, the hub supports fast, cross-border electric truck routes along the North Sea–Mediterranean Corridor. With competitive tariffs from €0.379/kWh, Milence continues its corridor-first expansion, accelerating zero-emission freight across Europe.
